Why Do Shopify Agency Quotes Vary So Much?

Two Shopify quotes for the same brief can differ ten times over without either being unfair. Here is what drives the gap and how to compare quotes properly.

Checklist card: theme versus custom design, integrations and data, and process and support explain quote gaps, a single number with no scope does not
Most of the gap between quotes is scope, not greed.

Key takeaways

  • Shopify agency quotes vary because each one prices a different scope, a different team and a different level of risk, even when the brief looks the same.
  • The biggest single driver is theme versus custom design. A configured theme and a custom-designed build are different products.
  • Shopify publishes no standard rates. Its Partner Directory lets you filter partners by price, but every partner sets its own.
  • To compare quotes fairly, send everyone the same written brief and ask for line items, exclusions and what happens after launch.

Your quotes and a written brief

Shopify agency quotes vary so much because agencies are rarely quoting the same thing. One prices a theme set up in a few days, another prices custom design, integrations and a data migration, and a third adds project management, testing and support. Location, team size and how much risk the agency builds in widen the gap further. The way to read them is to break each quote into the same line items.

I quote Shopify projects regularly, for a specialist team led by me, so I see how the same request can be priced in very different ways. Shopify's prices and directory details below were checked on 7 November 2026.

The six things that move a quote

DriverLower quoteHigher quote
DesignTheme, configuredCustom design and build
FeaturesOff-the-shelf appsCustom code or apps
DataNew store, few productsMigration, thousands of products
IntegrationsNoneERP, warehouse, B2B
ProcessBuild and hand overDiscovery, QA, training, support
Who does itSolo or offshore teamLarge onshore agency

Two quotes for "a new Shopify store" can sit on opposite sides of every row. That's how a gap of ten times or more happens without either agency being unreasonable.

Theme versus custom design

This decision moves the price more than anything else. A theme gives you a tested design and layout that you configure. Paid themes in the Shopify Theme Store cost a one-off fee: the ones on the first page of results ranged from $170 to $500 when I checked. Custom design means wireframes, design rounds and building every section from scratch, which takes weeks instead of days. My comparison of a Shopify theme vs a custom build covers when each one is worth it.

What's hiding inside the number

  • Exclusions. Product uploads, copywriting, photography, app subscriptions and email setup are often left out of the cheapest quote and added later.
  • Revision rounds. "Two rounds of revisions" and "unlimited revisions" price very differently.
  • Risk buffer. Vague briefs get padded quotes. Agencies price the uncertainty.
  • Ongoing costs. Shopify's own plan is separate: Basic is $25 a month, or $19 billed yearly, and Plus starts at $2,300 a month. App fees add to that.
  • Post-launch. Some quotes include 30 days of fixes, others charge for every change after launch.

How to compare Shopify agency pricing fairly

  1. Write one brief. List pages, features, integrations, product count, markets and your launch date. Send the same brief to everyone.
  2. Ask for line items. Design, development, apps, data, testing, training, support, each priced separately.
  3. Ask what's excluded. This one question explains most of the gap between quotes.
  4. Check who does the work. The person you talk to may not be the person who builds your store.
  5. Compare fixed against hourly. A low hourly estimate can end up higher than a fixed quote once the hours run over.
Use Shopify's directory as a starting point: the Shopify Partner Directory lets you filter by price, location and services, and shows partner tiers (Select, Plus, Premier and Platinum). It doesn't publish prices. You contact each partner and agree the terms directly.

Red flags in a Shopify quote

  • No written scope, just a single number.
  • Guaranteed sales or rankings. No honest developer can promise those.
  • You don't own the store. The Shopify account and theme should be in your name.
  • Everything needs a paid app. Monthly app fees can outweigh a cheaper build within a year. See my guide to Shopify app costs.

By country

Agency rates follow local salaries and overheads. A large agency in London, Amsterdam, Sydney or New York usually costs more per hour than a smaller specialist team, wherever that team is based. That doesn't make one better: what matters is relevant experience, clear communication across time zones and a fixed scope. My freelancer vs agency comparison sets out the trade-offs.

What to do next

  1. Write your brief before asking for quotes, using the checklist above.
  2. Get 3 quotes and put them in one table with the same line items.
  3. Read my Shopify developer cost guide for realistic ranges by project type.
  4. Get a quote from me. Store design and development starts from $300, and every project gets a fixed quote with a written scope. Request a quote.

Frequently asked questions

Why is one Shopify quote so much cheaper than another?

Usually because it covers less: a configured theme instead of custom design, fewer pages, no data migration, no testing or support. Ask both agencies for line items and exclusions, and the reason for the gap normally becomes clear.

Does Shopify set prices for agencies?

No. Shopify's Partner Directory lets you filter partners by price, location and services, but each partner sets its own prices and you agree terms with them directly.

Is a fixed quote better than hourly?

A fixed quote with a written scope gives you a known cost, which suits most store builds. Hourly can work for ongoing small tasks, but estimates often run over on larger projects.

What should a Shopify development quote include?

Design, development, apps, product and data setup, testing, training and post-launch support, each listed separately, plus a clear list of what's excluded and how changes are priced.

Are Shopify Partner tiers a sign of quality?

Shopify says tiers such as Select, Plus, Premier and Platinum reflect factors including experience on Shopify. They're a useful filter, but still check reviews, past work and who will actually build your store.

How much does a Shopify store cost to build?

It depends on scope. My store design and development starts from $300, and every project gets a fixed quote after a free review. For ranges by project type, see the Shopify store cost guide.
