How to Set Up a Performance Max Campaign for Ecommerce
Performance Max is Google's default campaign type for online stores. Here is how it works, how to set it up for a Shopify store step by step, how to plan the budget, and what to fix on the store so it has sales to learn from.

Key takeaways
- A Performance Max campaign is one Google Ads campaign that serves across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, using your Merchant Center feed and creative assets. It replaced Smart Shopping.
- It needs three things to work: approved products in Merchant Center, purchase conversion tracking, and enough assets. Google's minimum is 3 headlines, 1 long headline, 2 descriptions, 4 horizontal and 4 square images, and a square logo.
- Smart Bidding campaigns usually need 1 to 2 weeks to learn, sometimes up to 6. Big changes to budget, bidding or targeting during that time slow it down.
- Performance Max can only optimize toward the conversions your store produces. A product page that converts better makes every bid worth more.

The most common question I get about Google Ads is a simple one: what is a Performance Max campaign, and should a Shopify store use it? The short answer is that it is Google's default campaign type for online stores, and for most Shopify catalogs it is a sensible place to start, as long as the feed, tracking and product pages are ready for it.
I don't manage ad accounts. My work is on the store: product data, landing pages, tracking and checkout. This guide explains how Performance Max works, how to set it up for ecommerce step by step, how to think about budget, and what to fix on the store first. Google's limits and steps were checked against Google Ads Help on 7 November 2026.
What is a Performance Max campaign?
Performance Max is a goal-based campaign type. Google describes it as giving you access to all Google Ads inventory from a single campaign. You provide a goal (such as sales), a budget, your product feed and a set of creative assets. Google's automation decides where to show ads, which assets to combine and how much to bid in each auction.
It replaced Smart Shopping campaigns, which Google upgraded automatically. Shopify's help pages say the same, and the Google & YouTube app can create Performance Max campaigns for you.
How a Performance Max campaign works
Four parts do the work:
- Your feed. Merchant Center supplies products, prices and images. Listing groups decide which products each asset group can show.
- Asset groups. Collections of headlines, descriptions, images, logos and videos. Google says they are built around a theme or audience, and mixes the assets into ads for each placement.
- Audience signals and search themes. Your customer lists, site visitors and search themes give the system a starting point. They are hints, not restrictions: Google can and will go beyond them.
- Smart Bidding. Bids are set per auction based on the chance of a conversion, toward your goal and an optional target ROAS or CPA.
One optional setting needs care: Final URL expansion. When it is on, Google may send people to a different page on your site than the one you set, if it judges that page more relevant. That can include pages that were never built to sell. If your pages aren't ready, turn it off.
Before you start: what the store needs
- Approved products in Merchant Center. Connect through the Google & YouTube app and clear disapprovals first. My Merchant Center guide covers this.
- Purchase conversion tracking. In the app, connect Google Ads so Shopify events such as purchase, add to cart and begin checkout map to conversion actions. Google says to allow 24 to 48 hours after setting up conversion actions.
- Conversion values. Purchases should send the order value, so Google can optimize for revenue rather than order count.
- A business name and logo that match. Google says your business name should match your verified legal name or domain, or ads can be disapproved.
- Billing. Valid billing details in Google Ads.
Create it in Shopify or in Google Ads?
| Where | Good for | Trade-off |
|---|---|---|
| Google & YouTube app | A first campaign, quickly | Fewer settings to adjust |
| Google Ads | Full control of asset groups and listing groups | More steps, more to learn |
The app's Overview page has a Performance Max module that builds a campaign from your synced products. It is fine for getting started. If you want separate asset groups per category, your own videos or control over listing groups, build it in Google Ads.
How to set up a Performance Max campaign, step by step
- Start a new campaign. In Google Ads, click the plus button and choose New campaign.
- Choose the Sales objective and select Performance Max as the campaign type.
- Link your products. Select the Merchant Center account connected to your Shopify store.
- Set conversion goals. Keep Purchase as the main goal. Remove goals like page views that would pull the campaign away from sales.
- Set the budget. Google shows up to three daily budget suggestions, Low, Medium and High. Google says the lowest is the minimum recommended budget for that campaign.
- Choose bidding. Maximize conversion value suits stores with varied prices. Add a target ROAS only once you have data, and don't set it so high that the campaign can't spend.
- Set locations and languages to the countries you ship to.
- Build the first asset group. Choose its listing group (all products, or a category), add your assets, add an audience signal and a few search themes.
- Check Ad Strength and publish. Google reviews new ads, which can take 1 to 2 days, and data can take 24 to 48 hours to appear.
Asset requirements
Google publishes the limits for each asset type. These are the ones you need for an ecommerce asset group.
| Asset | Limit | Minimum | Maximum |
|---|---|---|---|
| Headlines | 30 characters | 3 | 15 |
| Long headlines | 90 characters | 1 | 5 |
| Descriptions | 90 characters | 2 | 5 |
| Business name | 25 characters | 1 | 1 |
| Images (1.91:1, 1:1) | 1200 x 628, 1200 x 1200 | 4 of each | 20 in total |
| Square logo | 1200 x 1200 | 1 | 5 |
| Videos | 10 seconds or longer | None | 15 per shape |
Google recommends at least 11 headlines and 4 descriptions, with at least one headline of 15 characters or fewer. Portrait images (4:5, 960 x 1200) are optional. Videos aren't required, but if you don't add any, Google may generate them from your images. To control what shoppers see, upload your own in 16:9, 1:1 and 9:16. My guide to ad creatives covers how to make them.
Performance Max campaign examples for Shopify stores
Google recommends separating asset groups by theme, product category or audience. Three structures cover most stores:
- Small catalog, one campaign. Under about 50 products and one main category: one campaign, one or two asset groups, all products. Simple, and it keeps the data in one place.
- Several categories, one asset group each. A home goods store might have asset groups for bedding, kitchen and decor, each with its own images and headlines and a listing group for that category.
- Split by margin. Two campaigns, one for high-margin products with a lower ROAS target and one for low-margin products with a higher target. Custom labels in Merchant Center make the split easy.
Don't split further than your conversion volume allows. Each campaign needs enough purchases to learn, so more campaigns on the same budget often means slower learning everywhere.
How to set a budget: a worked example
Two Google rules shape the budget. A daily budget is an average: Google can spend up to twice it on a single day, but no more than 30.4 times it over a month. And Smart Bidding needs time, typically 1 to 2 weeks and sometimes up to 6, to learn.
Budget and break-even ROAS for an example store
- Daily budget$40An average, not a hard daily cap.
- Monthly ceiling$1,21630.4 x $40, the most Google will spend in a month.
- Gross margin40%After product cost, shipping and payment fees.
- Break-even ROAS250%1 divided by 0.40. Revenue must be 2.5x spend.
At $1,216 a month and a 250% break-even ROAS, this store needs about $3,040 in conversion value from the campaign to cover ad costs. Commit to that budget for at least the learning period, and judge results on weeks, not days.
What Performance Max traffic lands on
Most Performance Max clicks for a Shopify store land on product pages straight from the feed. The rest go to your final URL, or to other pages if Final URL expansion is on. Wherever they land, the page has to do the selling, because Google's automation can only find more of the people who already buy.
- Product pages that match the feed: same price, same variant, same stock.
- Shipping and returns visible near the price.
- Reviews close to the add-to-cart button.
- Fast mobile loading, since YouTube, Discover and Gmail placements are heavily mobile.
- Collection pages that work as landing pages, with filters and clear prices, if you send asset group traffic to them.

Reading the results
Performance Max shows less detail than other campaign types, but you aren't flying blind. Google's search terms report for Performance Max, under Insights and reports, lists the searches that triggered your ads along with landing pages. If you see irrelevant searches, Google says you can apply negative keywords at account or campaign level for Search and Shopping inventory. Compare the campaign's conversion value with Shopify's own sales figures each month, so you judge the business result, not only the dashboard.
Common Performance Max mistakes
- Launching without purchase tracking. The campaign optimizes toward whatever it can see.
- Too many goals. Page views or add-to-carts as primary goals pull spend away from sales.
- A target ROAS that's too high on day one. The campaign can't spend and never learns.
- Constant edits during learning. Each big change slows learning down.
- No own videos. Auto-generated videos from still images rarely represent a brand well.
- Final URL expansion on with weak pages. Traffic lands on pages that were never meant to sell.
Performance Max checklist
- Products approved in Merchant Center.
- Purchase conversions with order values recording.
- Business name matches your legal name or domain.
- 11 or more headlines, 4 or more descriptions, images in each shape.
- Own videos in 16:9, 1:1 and 9:16.
- Audience signal and search themes added.
- Budget at or above Google's Low suggestion, held through learning.
- Break-even ROAS worked out from your margin.
- Final URL expansion set deliberately, on or off.
- Product pages tested on a phone.
Next steps
Get tracking and the feed right first, then launch one campaign with a full asset group and a budget you can hold for several weeks. If you also run Standard Shopping, my Google Shopping strategy guide covers how the two fit together.
If Performance Max spends but sales lag, look at the pages it sends people to. Send me your store and I'll review those pages for free. CRO work starts from $500.

Frequently asked questions
What is a Performance Max campaign?
It is a goal-based Google Ads campaign that serves across all Google Ads inventory from one campaign, including Search, Shopping, YouTube, Display, Discover, Gmail and Maps. For stores, it uses your Merchant Center feed plus creative assets, and Google automation chooses placements and bids.
How does a Performance Max campaign work?
You give it a goal, a budget, your product feed, asset groups and optional audience signals. Smart Bidding sets a bid in each auction based on the chance of a conversion, and Google combines your assets into ads for each placement.
How do I set up a Performance Max campaign for Shopify?
Connect Merchant Center and Google Ads through the Google & YouTube app and confirm purchase tracking. Then either use the Performance Max module in the app or create a campaign in Google Ads with the Sales objective, your Merchant Center account, a budget, bidding and an asset group.
How long does Performance Max take to learn?
Google says Smart Bidding campaigns have a learning phase of typically 1 to 2 weeks, and sometimes up to 6 weeks. Avoid frequent or large changes to budget, bidding or targeting during that time.
What assets does Performance Max need?
At minimum 3 headlines, 1 long headline, 2 descriptions, 4 horizontal and 4 square images, a square logo and a business name. Google recommends 11 or more headlines and 4 or more descriptions, and your own videos in 16:9, 1:1 and 9:16.
Can I add negative keywords to Performance Max?
Yes, for Search and Shopping inventory. Google says to apply negative keywords at the account or campaign level, and you can find search terms in the Performance Max search terms report.
